Implementation of village-owned enterprise (BUMDes) governance based on management functions in strengthening village food security

Abstract

This study aims to analyze the implementation of Village-Owned Enterprise (BUMDes) governance in strengthening food security. The research focuses on the implementation of management functions, namely planning, organizing, directing, motivating, and controlling, in BUMDes management. A qualitative descriptive approach was employed to gain an in-depth understanding of BUMDes governance practices and their contribution to food security in the community. Data were collected through interviews, observations, and documentation involving village government officials, members of the Village Consultative Body (BPD), BUMDes managers, and administrators. The findings indicate that BUMDes governance has been implemented relatively well, particularly in the planning and organizing functions, which are carried out participatively through village deliberations. The food security program is implemented through broiler chicken farming, which contributes to increasing food availability and village revenue. However, its implementation still faces several challenges, including limited financial resources, low community participation, suboptimal human resource capacity, and limited support from the private sector. Therefore, strengthening governance, enhancing the capacity of BUMDes managers, and expanding strategic partnerships are necessary to ensure that the role of BUMDes in supporting food security can be carried out more effectively and sustainably.
